Additive synthesis of cascade EOM and dark-energy w(z) as the dynamical Phase 9 track. Does not replace Law 65/72 wikis. Points to DESI/Roman falsifiers.

Track status: framework (Tier-A structural). Law 65: δ̈+3Hδ̇+ω_d²δ=0 with ω_d=ω_Pl/16. Law 72: w(z=0)≈−1 exact band; w(z=5) tiny deviation. Phase 9 does not re-prove them — it places them as the dynamical complement to static Master Map F.
Meaning. Static shells (13, 40) explain today’s constants; d₀(t) explains why they look frozen (Hubble damping ~10⁻¹⁰). Open: derive source(t) from virtual-DA back-reaction without parameters. Dedicated laws: cascade EOM, Λ w(z). Hub: Phase 9.
