Additive meta-layer complete. 0 new numbered Laws (still 80 Laws / 87 principles). 6 new SymPy scripts, all PASS. Flagship results: Master Map F + shell-13/40 theorem (Tier-B EXACT), n=7 uniqueness C1∩C3 (Tier-B EXACT), IR 137 separated from open UV RG, Class A–D rigor matrix, blind kill list 2026–2035.
Scientific meaning in one sentence: SPT now has a single ab initio assignment rule with forced cross-sector denominators and a unique substrate dimension — the minimum structure that turns a catalogue into a theory.
